2026-Nov. Spotlight: Robert Metzger

Biography of Dr. Robert Ekundayo Millbank Metzger

Early Years at the Sierra Leone Grammar School

Known affectionately in his youth by colorful monikers such as "Tatra," "Mister Cool," “The Cyclist,” "The Scouter" and “The Man Alone,” Dr. Robert Ekundayo Millbank Metzger’s journey began at the Sierra Leone Grammar School (Class of 1956) with admission number 5239 and proudly enrolled in House Quintus—sporting bright yellow, which may signify number five in Latin, but comes first in everything else.  During his tenure at the Grammar School, he was spirited, independent, and fiercely loyal to his peers. Upon completing his secondary education, he stepped into the world as a proud Regentonian, determined to make a lasting impact.

His potential was quickly recognized when he was selected for a newly formed Young Professionals program at the Ministry of Works in New England Ville, Freetown. This initiative aimed to identify and nurture high-potential young talent in Sierra Leone. His promise soon earned him a prestigious government scholarship to pursue higher education in the Soviet Union.

Academic Excellence & International Education

In 1968, Dr. Metzger left Sierra Leone for the Soviet Union. After mastering the Russian language, he matriculated at Moscow State University, earning his Bachelor’s degree in Structural Engineering in 1972, followed by a Master’s degree in Structural Engineering and Architecture in 1974.

Driven by a pursuit of academic excellence, Dr. Metzger relocated to the United States to continue his studies at Howard University in Washington, D.C. There, he earned a Master’s degree in City and Regional Planning in 1977, followed by a Ph.D. in African Studies and Research in 1981, focusing his dissertation on urban forestry and solid waste disposal systems entitled: A Case Study of Sierra Leone Sewage and Excretal Disposal System With Cost Appraisal.

Distinguished Professional Career

Over a career spanning nearly three decades in physical design and urban planning, Dr. Metzger contributed to major infrastructural and urban developments, including:

  • Ocean Sciences and Engineering (Maryland, 1975–1976): Served as a Design Draftsman, developing detailed concept plans for implementation.

  • Metropolitan Washington Council of Governments (Washington, D.C., 1976–1978): Worked as an Urban Intern handling complex planning assignments in zoning, land use, water resources, soils classification/compaction and mass transit systems.

  • Robert J. Nash & Associates (Washington, D.C., 1978–1979): Proudly participated and contributed to the design and construction of the Howard University Television Building (WHUT-TV) as an Architect intern.

  • Public and Private Service: Built a distinguished 26-year career Maryland-National Capital Park and Planning Commission (M-NCPPC) in the Natural Resources Division as a Principal Environmental Planner with a concentration in Architectural Engineering. He reviewed and approved proposals for environmental compliance prior to permit issuance. Most notably, as the county’s first noise specialist, he managed noise compliance and authored the landmark Prince George’s Hospital Center Helipad Acoustical Analysis for the Town of Cheverly in March 1996. Recognized for his expertise in urban and physical planning, he was called upon to testify as an expert witness. Reflecting on his dedicated service, Dr. Metzger warmly shares, "It's all over now, but I enjoyed every minute of it."
